Can Anyone Request a Full File Disclosure?
Research Services is a consumer reporting agency that follows a defined procedure for subjects inquiring about a Full File Disclosure. We will process full file disclosures on anyone we have previously run a report on. Research Services is not a specialty consumer reporting agency, which means consumers cannot request a free disclosure every 12 months.
How to Request a Full File Disclosure
In order to request a full file disclosure from Research Services, we will need the following:
- Request must be in writing and mailed to: Research Services, 124 Simsbury Rd, Box A-5, Avon, CT 06001.
- Full Name, Aliases, Social Security Number, Date of Birth, Driver's License # & State Issued In.
- Current Street Address along with the mailing address the disclosure will be sent to.
- Phone Number and Email Address.
- Copy of an Identification Document (Driver's License, State Issued ID Card, Social Security Card, Military ID Card, or Passport). Document must be active and not expired.
- Copy of an Address Verifying Document (Utility Bill, Property Tax, Telephone Bill, Bank Statement, or Credit Card Statement). Document must have a matching name and address of requestor and should be a recent document.
What Will Be Included
Research Services will include the sources of information in the disclosure, except that sources of information acquired solely for use in preparing an investigative consumer report and actually used for no other purpose need not be disclosed.
Identification of End-Users
The disclosure will include an identification of each person (including each end-user) that procured a consumer report:
- For employment purposes, during the 2-year period preceding the date on which the request is made; or
- For any other purpose, during the 1-year period preceding the date on which the request is made.
An identification of a person shall include:
- The name of the person or, if applicable, the trade name (written in full) under which such person conducts business; and
- Upon request of the consumer, the address and telephone number of the person.
Why Someone Might Request Their File
Most requests come from individuals who were declined for a job, housing, or credit — and believe the background report may have contained an error. Under the FCRA, consumers have the right to know what's in their file, who has accessed it, and to dispute anything that is inaccurate or incomplete.
Common reasons people request a full file disclosure include:
- A potential employer took adverse action based on a background report
- A record appeared that the consumer believes is not theirs — wrong person — or has since been expunged
- The consumer wants to review what information we have before applying for a new position
- There's a discrepancy between what an employer was told and what the consumer knows about their own history
If the disclosure reveals an inaccuracy, the consumer can submit a written dispute. We are required to investigate and correct or remove any information that cannot be verified.
